Current Status

The Town has received a proposal for a potential commercial development on Parcel Y that includes a hotel with an attached restaurant and a separate standalone restaurant.

At its July 6, 2026 Committee of the Whole meeting, the Committee received a presentation from the applicant and directed administration to proceed with the communications and public engagement plan for the proposal. 

No decision has been made regarding approval in principle, the removal of the holding provision, or approval of the proposed development.

The purpose of the current engagement process is to provide residents with information about the proposal and an opportunity to provide feedback.

Focus Groups: The Town is looking for residents to participate in small-group discussions about the future of Parcel Y and the current hotel and restaurant proposal. 

Groups will meet at the White City Town Office (14 Ramm Ave E) for approximately 75-90 minutes. There are three timeslots available:

  1. Wednesday, July 29 from 12:30-2:00 pm
  2. Wednesday, July 29 from 6:00-7:30 pm
  3. ️Thursday, July 30 from 2:30-4:00 pm

You do not need any planning or development experience to participate, and you do not need to have a firm opinion on the current proposal. We are looking for a range of perspectives and ask only that participants come prepared to listen to different viewpoints and participate in a respectful, constructive conversation.


About the Proposal

Parcel Y is located east of Highway 48 and South of Highway 1, just north-east of the McKenzie Pointe neighbourhood.The proposal includes:

  • Four-storey hotel (approximately 100 guest rooms)
  • An attached restaurant with indoor seating, lounge and patio
  • A standalone restaurant with a drive-through proposed as a future phase
  • Parking, landscaping, and related site infrastructure

Understanding the Holding Provision

Parcel Y is currently subject to a holding provision under the Town's Zoning Bylaw.  A holding provision is a planning tool that allows Council to defer certain development until it is satisfied that appropriate planning considerations have been reviewed.

The hotel and restaurant uses proposed for Parcel Y are permitted within the current Zoning Designation of Highway/Commercial Industrial. However, before development can proceed, the holding provision must be removed. One option available to the Committee is to recommend granting approval in principle, allowing the proposal to proceed through additional review before considering removal of the holding provision.

Alternatively, the applicant may submit a formal application requesting removal of the holding provision. If Council were to refuse such an application, the applicant has the right to appeal that decision to the Town's Development Appeal Board. Decisions of the Development Appeal Board may also be appealed to the Saskatchewan Municipal Board where permitted by legislation.

The current communications and public engagement process does not constitute approval in principle, removal of the holding provision, or approval of the proposed development.
