The Strategic Plan serves as the roadmap for White City's government, setting the overall direction and long-term priorities that help shape White City’s future. Strategic Planning helps local government realize a long-term vision by looking at what’s going on today, where we want to be tomorrow and what steps we need to take to get there.
When Council considers projects, policies, or spending, the Strategic Plan will help answer an important question: Does this support the community’s long-term goals?
The 2026-2029 Strategic Plan was adopted by Council on May 25, 2026. The plan will guide decision-making, budgeting, operational planning and the allocation of municipal resources over the next four years. It will help Council determine how to deliver services, plan infrastructure and respond to growth.

During the Strategic Planning process, Council and administration identified four key priority areas:
Responsible and Community-Aligned Development: Direct growth to strengthen White City’s character while ensuring development aligns with community plans, available infrastructure, and diverse housing needs.
Recreation and Community Well-Being: Focus on delivering recreation facilities and programs that reflect community needs, support social interaction, and serve all age groups.
Operational Excellence and Civic Engagement: Strengthen public trust through efficient operations, consistent service, and open, two-way communication with the community.
Regional Collaboration: Facilitate discussions with our regional partners to jointly develop further objectives and key actions to progress regional collaboration.

What is a Strategic Plan?
A Strategic Plan is a document that sets long-term priorities and goals for the community. It serves as a roadmap for the Town’s desired future and outlines the steps we need to take to get there.
White City’s strategic plans are approved by Council and cover a four year time span. The current plan was approved on May 25, 2026 and is intended to set the priorities until 2029.
How will Council use the plan?
Town Council is responsible for establishing the strategic direction of the community and making decisions that support the long-term success of White City.
Council will use the plan to align their vision for the community with strategic priorities, objectives, and actions. The plan will guide decision-making, budgeting, operational planning and the allocation of municipal resources over the next four years. It will help Council determine how to deliver services, plan infrastructure and respond to growth.
How does the plan work?
The 2026-2029 Strategic Plan provides the overall direction and priorities for the Town. These strategic priorities are broken down into specific objectives and key actions that will be implemented by the Town’s administrative departments. The Strategic Action Plan will be carried out through annual budget and financial planning, department work plans, day-to-day operations, and capital infrastructure planning.
Strategic Plan progress will be evaluated regularly to ensure the plan remains relevant, achievable and aligned with Council’s priorities. We’ll measure outputs (completion of key actions and milestones) and outcomes (change or improvement achieved).
How were residents engaged?
As part of the development process, the Town undertook a comprehensive public engagement process in the spring and summer of 2025. Over 650 individuals engaged through various opportunities:
- Drop-in sessions with Council and administration
- Pop-up engagement at Town events and programs
- Community survey
- External survey
Feedback from residents and property owners provided clear direction on community values, priorities and areas of concern. Residents spoke proudly of White City’s identity as a safe, quiet, and family-friendly place to live, noting the Town’s character is deeply rooted in its small-town feel, natural surroundings, and the strong social connections between neighbours. When asked to look ahead to the next four years, residents identified a clear set of priorities rooted in infrastructure, growth management, and quality of life.

What are the next steps?
The Town will develop action plans to support each strategic priority; align resources; track and measure progress; communicate and engage with the community; and review and adapt the plan as needed.
Meaningful community engagement will continue throughout the life of the plan. Resident feedback, partnerships and ongoing conversations will help shape implementation and future decision-making. We encourage residents to continue sharing ideas, input and perspectives.
